2020-2024 HUD Consolidated Plan.

What is the Consolidated Plan? The City of Saint Paul receives approximately $8-9 million in federal funds each year from the U.S. Department of Housing and Urban Development (HUD) for housing and community development projects and programs. In order to receive this HUD funding, the City must prepare a five-year Consolidated Plan. The Consolidated Plan addresses the City’s housing and community development needs, and identifies five-year priorities for how to use these funds, including Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG).

The Consolidated Plan begins with community input. Interested individuals, local and regional organizations, and government agencies all are encouraged to contribute information, ideas, opinions, and suggested priorities for improving neighborhood public facilities, increasing affordable housing, job, and business opportunities, and enhancing public services for our residents:

Both the resident and organizational surveys will be open until December 6, 2019.

Presentation/discussion with district council board or committee. In addition, the project team offers to attend a District Council Board and/or Committee meeting during November or December to provide more information about the Consolidated Plan, answer questions, and gain input on community needs and priorities. We are also exploring the opportunity to hold an online meeting or webinar, where District Council Board and Committee members would receive a link to view a live presentation by the project team and have the opportunity to ask questions and provide input for the Plan.  If this is possible, we would hold the webinar on an evening in November or December.

Review of draft plan in early 2019.  Other opportunities to provide input will be available through January 2020, including a chance to review and comment on the draft plan.
