The Telephone Equipment Distribution, or TED, Program provides a variety of adaptive phone devices to people who have difficulty using the phone. People who are deaf, deafblind, hard of hearing or who have a speech or physical disability often find these devices make using the phone easier. Devices are loaned at no cost to those who qualify, for as long as they are needed.

The Telephone Equipment Distribution Program is funded through the Department of Commerce – Telecommunications Access Minnesota (TAM) and administered by the Minnesota Department of Human Services.
Relay service waivers
The response to coronavirus has affected relay services. The number of relay calls has gone up. At the same time, fewer communications assistants are able to work at relay call centers. This means that it may take longer for the relay service provider to answer your call. To address this, the Federal Communications Commission (FCC) has temporarily waived some relay service requirements. For more information, you can read a summary of the relay service waivers (PDF).
New devices and services
New devices and services for Minnesotans who are deaf, deafblind, hard of hearing, or who have a speech or physical disability are now available. The new devices and accessories bridge or enhance phone access. TED specialists can also assist clients with the application process for discounted phone services through LifeLine and the Telephone Assistance Plan (TAP) and internet service provider discounts.
