Please take note of the following change to City Council Ordinances.

Beginning April 1, ordinances going before the Council will require three readings, not four as has been the practice.  Staff reports, if necessary, will be provided at the first reading.  Public hearings will be held at the second reading.  The third reading will be final adoption.  As always, if an ordinance requires more changes or research, the Council can, at any step, lay the matter over to a future date.  This change was made to make the process more efficient since most ordinances are not controversial and receive very little public comment.  No Charter or ordinance changes are required to make this change in practice.

The foundation’s goal is to have an impact in communities that lack access to economic and social opportunity as well as critical resources. The foundation desires to work toward resolving such inequities by alleviating disparities in food access, affordable housing, high-quality education, physical and psychological health care, and/or criminal justice. Rita & Alex Hillman Foundation announces Call for Nursing-Driven Proposals Focused on Addressing Racism and Improving Health Deadline: March 30, 2021 Racism has been, and remains, the root cause of serious health inequities that unjustly affect communities of color, yet it is often underrepresented as a focal point in health philanthropy. To address the problem, the Rita & Alex Hillman Foundation (RAHF) has issued a special Request for Proposals for the 2021 Hillman Innovations in Care program (HIC). RAHF believes that transformative ideas are as likely to come from community health clinics as from major academic research centers and welcomes applications from investigators from diverse professional backgrounds as well as from interdisciplinary teams, particularly if they include a nurse as principal investigator (PI), co-PI, or co-lead. The 2021 HIC program will award two grants of up to $600,000 each, to be distributed over a 36-month period. Projects are expected to begin January 1, 2022. Innovation Prize Deadline: April 30, 2021 In recent years, America has been reshaped by seismic social and environmental forces. A worldwide pandemic has laid bare deeply-rooted inequities. Communities have been upended by growing climate impacts. And efforts to dismantle democratic institutions have struck at the bedrock values of our nation. These compounding crises have forced social-impact organizations to reimagine how they respond to systemic societal challenges. The J.M.K. Innovation Prize seeks out visionary nonprofit and mission-driven for-profit organizations that work within, across, or in a manner related to one or more of the fund’s three program areas: social justice, the environment, and heritage conservation. The fund will award up to ten prizes, with each prize including a cash award of $150,000 over three years, plus $25,000 in technical assistance funds. Jobs and opportunities The Center for Health Equity is now accepting applications for a vacancy on the Community Solutions Advisory Council (MDH) The Center for Health Equity invites community members to apply to fill a vacancy on the Community Solutions Advisory (CSA) Council. The CSA Council plays a key role in shaping the Community Solutions for Healthy Child Development grant program. The grant program funds community-based initiatives to improve the well-being of children of color and American Indian children from prenatal to grade 3 and their families. The CSA Council: Guided the Minnesota Department of Health (MDH) in developing the request for proposals for the Community Solutions Healthy Child Development Grants, considering how the grants can build on communities’ capacity to promote child and family well-being. Reviewed applications for the Community Solutions Healthy Child Development grants and made recommendations to MDH about which applicants should be funded. Collaborates with MDH to create a transparent and objective accountability and evaluation process focused on the outcomes Community Solutions Healthy Child Development grantees are working to achieve. Advises MDH on ongoing oversight of the Community Solutions Healthy Child Development grant program. Supports MDH on other racial equity and early childhood grant efforts as appropriate. As outlined in Minnesota statutes, the CSA Council is a 12-member council with two members representing the African heritage community, two members representing the Latino / Hispanic community, two members representing the Asian-Pacific Islander community, and two members representing the American Indian community. Two members must be parents of children under 9 years of age who are American Indian or children of color. One member must have research or academic expertise in racial equity and healthy child development. One member must represent an organization that advocates on behalf of communities of color or American Indians. At least three of the 12 CSA Council members must come from outside the seven-county Twin Cities metropolitan area. The current vacancy is for a parent of a child under 9 years of age who is American Indian or a child of color. Members are asked to serve a minimum of two years and may serve up to two 2-year terms. Members receive modest compensation for their time (the current rate is $55 per meeting). Members may be reimbursed for mileage, parking and childcare expenses incurred as a result of attending CSA Council meetings. RADIAS Health is hiring Assessment Coordinator Deadline: February 28, 2021 RADIAS Health has a full-time position as an Assessment Coordinator to work at their Intensive Residential Treatment Services (IRTS) facility in Maplewood.  This person will be responsible for conducting diagnostic assessments and coordinating the intake and admissions process in the IRTS facility, providing clinical supervision on an on-call basis, facilitating groups and conducting individual therapy in the absence of the Mental Health Therapist. Candidate will meet the qualifications as a Mental Health Professional with a LICSW, LP, LPCC or LMFT license in the state of Minnesota.  Hours are Monday – Friday day hours. Mental Health Practitioner Deadline: February 28, 2021 RADIAS Health has a full-time Mental Health Practitioner position available for their Housing Support Program.  This position is housed at Dale Street Apartments in St. Paul. This position provides mental health services and support for people transitioning from a residential program to a more independent living situation.  Housing will be subsidized by GRH, or Group Residential Housing.  Some duties include advocacy, community integration, coaching and teaching of independent living skills, medication monitoring and crisis intervention.  Activities will also including helping the client manage monthly income to meet basic needs under the funding requirements for the housing. Requirements for this position:  Bachelor’s degree in Psychology, Social Work (with LSW) or related field with 2,000 hours full-time work experience serving adults with serious and persistent mental illness and substance use; Masters degree preferred. Hours are Monday – Friday day time hours. Mental Health Counselor Deadline: March 1, 2021 RADIAS Health has full-time positions (40 hours/week) working with adults diagnosed with serious and persistent mental illness and substance use disorder. Primary duties include ensuring security of the facility, supervision of the residents, assisting clients in developing independent living skills, planning activities and preparing meals. Desired qualifications are Bachelor’s degree in Psychology, Social Work (with LSW) or related field, plus 2,000 hours of work experience with adults with SPMI & SUD, or 2,000 hours of work experience in a residential group home environment. Mental Health Practitioner Deadline: March 1, 2021 RADIAS Health has a full-time (32 hours a week) evening shift as a Mental Health Practitioner at their Intensive Residential Treatment Services (IRTS) program overseeing 16 adults with serious and persistent mental illness. Some job duties: provide direct services to the residents, medication administration, work on individualized goals set per their treatment plan, co-facilitate groups, provide crisis intervention and de-escalation as needed. Candidate will have a minimum of a Bachelor’s degree in Psychology or Social Work, plus 2,000 hours work experience providing services to adults with a serious and persistent mental illness. Must also have valid driver’s license & car. Hours are Saturday – Wednesday 4pm-12am, 40 hours a week.  Mental Health Practitioner Deadline: March 1, 2021 RADIAS Health is hiring a full-time Mental Health Practitioner to join the Whatever It Takes (WIT) Team. The WIT program specializes in supporting individuals with serious and persistent mental illness in returning to – and remaining in – community settings after extended stays at Anoka Metro Regional Treatment Center (AMRTC) or St. Peter Regional Treatment Center (FMH). The practitioner will coordinate services with other county or community agencies including, but not limited to, AMRTC, FMH, Mental Health Case Management, Adult Protection, and community hospitals. This position will also be crossed trained in the Community Care Service Team program. **LPC/LPCC clinical supervision hours can be provided by the manager** Requirements: Masters or Bachelor’s degree in behavioral science plus 2,000 hours of experience working with individuals with Mental Illness; 2,000 hours of training or supervised experience in substance abuse treatment preferred. Licensed Alcohol Drug Counselor (LADC) Deadline: March 1, 2021 RADIAS Health is seeking compassionate and dedicated staff person to offer Information and Referral Counseling Services at the Ramsey County Detoxification Center. This position is located at Ramsey County Detox Center at 402 University Ave, St. Paul. Qualified candidate will have a Bachelor’s or equivalent work and educational experience required; Currently licensed as a Licensed Alcohol Drug Counselor in the State of MN; 1-3 years working with clients in an urban setting and those with co-occurring disorders; Must be non-dependent (clean and/or sober) of drugs/alcohol for a minimum of two years prior to accepting the position.  This is a part-time position (16 hours a week) working every Saturday and Sunday 7:30am – 3:30pm  + Holidays. Mental Health Practitioner Vocational Specialist Deadline: March 1, 2021 The Vocational Specialist’s primary responsibilities are: assist clients in seeking employment in the community and assist in fostering positive work skills for clients; contact potential employers to advocate for clients and provide job development; coach clients with job interview skills; work with the team to provide rehabilitation, treatment and support for clients served; assist in the development of comprehensive assessments, individualized treatment plans, substance abuse treatment, and other tools to assist clients in the community, particularly regarding vocational activities. Qualifications: Bachelors or Masters degree in Psychology, Social Work (with LSW or LGSW) or related field plus experience with vocational counseling and one year experience working with mentally ill persons. Minnesota Expanding Vaccine Network with Pharmacy Vaccinations This Week

Walmart and Thrifty White to participate in Federal Retail Pharmacy Program, administer more than 16,000 doses to adults 65+ across the state

Governor Walz also reallocating 8,000 doses for Walgreens to vaccinate adults 65+ across the state

[ST. PAUL, MN] — Minnesotans will have expanded access to COVID-19 vaccinations through pharmacies across the state this week, as the state participates in the Federal Retail Pharmacy Program and Governor Tim Walz reallocates vaccine doses not scheduled for use this week to retail pharmacies. The state is developing a diverse, stable network of different ways Minnesotans can get vaccinated so everyone has access to a vaccine opportunity, no matter where they live and no matter their personal circumstances.

In Minnesota, Walmart and Thrifty White are participating in the first phase of the Federal Retail Pharmacy Program that launches this week. Walmart and Thrifty White will be administering more than 16,000 doses at locations across the state to vaccinate adults 65 years of age and older.

This week, Governor Walz is also reallocating 8,000 doses for Walgreens to vaccinate Minnesotans 65 years of age and older at 40 in-store pharmacies across the state. This is a one-time reallocation of doses not scheduled for use this week from the Pharmacy Partnership Program.

“We are giving Minnesotans expanded options for how they can get the vaccine,” said Governor Walz. “The vaccine supply remains extremely limited, but we are developing a strong and reliable network of different ways Minnesotans can get vaccinated. We are committed to meeting Minnesotans where they are and will continue to work relentlessly to give everyone access to the vaccine no matter where they live.”

Appointments at Walmart, Thrifty White, and Walgreens will become available in the coming days. The locations and contact information for scheduling appointments will be accessible at mn.gov/covid19/vaccine/find-vaccine when the information becomes available. The state will also be notifying seniors who have signed up for the waitlist if there are vaccine opportunities in their area.

Hour Car Update

You may be seeing or hearing some things about our technology transition. We are launching an ad campaign over
the next two months promoting Hourcar and transit use.

I wanted to share this with you all so you may share with your community more broadly. In addition to these
promos and in direct response to the feedback from the engagement work you all did, we have lowered hourly
rates by about 40%, and now have a stopover rate which is even lower, and makes two-way trips even more
affordable. We have a $0 monthly “TRY IT” plan so people can sign up and not pay a monthly fee if they want to
see if they like it or if it’s of value for them. We have also done away with annual membership fees and made them
monthly so as to be more affordable, and we return membership fees in driving credit to our members. This
includes making the optional damage fee waiver a smaller, monthly fee. This is just the first step toward making
membership and usage more affordable to more people.
We are also up and running on our new technology platform. Through the engagement efforts, we heard a lot
about making sign up and usage easier and faster. We are now in week 2 of that launch. We are working hard to
transition our existing fleet to this new platform. People can now access everything from an app on their
smartphone, or sign up through a computer browser. The app is the easiest way to register, get approved, make
reservations, and manage payment methods. The new software now checks driving records in minutes (instead of
the days it took to do manual verification by HC staff). If needed, members can still use their bus card (Go-to card)
to get in and out of the car, although the app is more seamless.
Hourcar has a marketing and communications manager again (we were without for about 9 months). He and I will
be working on video tutorials for the new EV service in the coming months. Many of you told us about the need to
have these materials available in multiple languages, and to make sure we have people in the videos that reflect
the diversity of our communities. We are trying to brainstorm on how best to achieve this, and I will be sending
out a separate email to the group to have that conversation.
I do not have a specific launch date for the EV network yet but will keep you updated as we move closer. I am
hopeful that in-person demos can be done this year, but of course we do not have a good timeline on that yet.
Lissa Jones-Lofgren will be releasing her podcast series soon. This series is meant to be distributed widely to
community orgs, radio stations, etc. and focuses on the legacy of transportation in this country, and what
transportation equity looks like as we plan for the future. Once her team is finished with that, I’ll be sending it out
to all of you. Stay tuned.
