Telephone Equipment Distribution (TED) Program

The Telephone Equipment Distribution, or TED, Program provides a variety of adaptive phone devices to people who have difficulty using the phone. People who are deaf, deafblind, hard of hearing or who have a speech or physical disability often find these devices make using the phone easier. Devices are loaned at no cost to those who qualify, for as long as they are needed.

The Telephone Equipment Distribution Program is funded through the Department of Commerce – Telecommunications Access Minnesota (TAM) and administered by the Minnesota Department of Human Services.

Relay service waivers 

The response to coronavirus has affected relay services. The number of relay calls has gone up. At the same time, fewer communications assistants are able to work at relay call centers. This means that it may take longer for the relay service provider to answer your call. To address this, the Federal Communications Commission (FCC) has temporarily waived some relay service requirements. For more information, you can read a summary of the relay service waivers (PDF).

New devices and services

New devices and services for Minnesotans who are deaf, deafblind, hard of hearing, or who have a speech or physical disability are now available. The new devices and accessories bridge or enhance phone access. TED specialists can also assist clients with the application process for discounted phone services through LifeLine and the Telephone Assistance Plan (TAP) and internet service provider discounts.

Reminder: COVID-19 Housing Assistance in Minnesota

Minnesota Housing is pleased to announce that the COVID-19 Housing Assistance Program is now accepting applications. The COVID-19 Housing Assistance Program provides housing assistance payments to help prevent eviction, prevent homelessness, and maintain housing stability for eligible renters and homeowners. The program is designed to cover expenses such as rent, mortgage, utilities, or other housing-related expenses that were incurred after March 1, 2020, and are past due.

To start the process to apply for housing assistance, you can call 211 (Toll

staff available to answer questions about the COVID-19 Housing Assistance
Program, 8:00 a.m. – 8:00 p.m. Monday through Friday.

Free Grocery Delivery Services, In Saint Paul, MN

  • Grocery Delivery Services: Rosewater Service Corps is providing free grocery delivery specifically targeted to seniors (but also available for other needing and vulnerable households) during the COVID-19 pandemic.  How it works: a community member would call one of the participating grocery stores (listed below) with their grocery order, they can pay over the phone and a Rosewater volunteer would bring the items to their doorstep.

2090 Conway St, St Paul, MN 55119- The event will go until we run out of food.
– You must drive to the event; volunteers load food into your vehicle.
– Each car will receive 3 boxes of fresh food (produce, meat and dairy).
– One set of boxes per car.
– All are welcome! We do not ask for I.D., we do collect demographic information (# kids, older adults, etc.)*Note, there is not a regular schedule for these food distribution events.
