TechPak, a partnership between Tech Dump, Literacy Minnesota, Saint Paul Public Library and Ramsey County, is a new initiative bringing computers, internet and digital literacy training into the homes of Ramsey County residents who have experienced economic impacts due to COVID-19.
The Ramsey County TechPak initiative is a part of the Ramsey County Investment and Support Efforts (RISE) program, which will invest $56 million of federal Coronavirus Aid, Relief and Economic Security (CARES) Act funding in the community by the end of 2020.

- Refurbished laptop.
- Hotspot for internet access.
- QuickStart guides.
- Pre-loaded bookmarks to assist in job searches and trainings.
- Access to a Digital Literacy Navigator who will assist with digital literacy assessments and North Star Digital Literacy trainings.
TechPaks will be awarded to Ramsey County resident who:
- Experienced job loss.
- Experienced reduced hours.
- Saw a change or loss of household income.
- Face future uncertainty in industry.
- Have other barriers due to COVID-19.
COVID-19 impacted residents can apply during open enrollment periods. Entries are accepted online or by calling 651-266-6002 during the following dates only:
- Aug. 31-Sept. 2 (notification will be sent on Sept. 8).
- Sept. 30-Oct. 2 (notification will be sent on Oct. 7).
- Nov. 2-4 (notification will be sent on Nov. 9).
- Nov. 30-Dec. 2 (notification will be sent on Dec. 7).
One entry per resident will be accepted each month and only one TechPak will be awarded per residence. All applicants will be notified of their status throughout the process shortly after each enrollment period closes.
Due to high demand, not everyone who applies will receive a TechPak. If you were selected to receive a TechPak, your notification will confirm your preferred pick up location along with pick up instructions.
Eligible residents who did not initially receive a TechPak are encouraged to apply each month they continue to experience COVID-19 employment impacts.
