Earl Street - Hudson Road Streetscape Plans

A community meeting was held at the Tuscany Grill on March19, 1997 to present a possible plan for a new streetscape in the area of Earl St. and Hudson Road.  Drawings (shown below) were displayed.  These were made by Tom Dobbs of the architectural firm of  Hays - Dobbs PA.  There was a great deal of interest in this plan at the meeting but little action was taken. The only noticeable results were the installation of some storefront windows and an awning. To implement this or any other  plan will require the cooperation and support of local businesses, residents, community groups and the city of St. Paul.  There is renewed interest in this plan at the beginning of 2002 as various changes take place in the area, such as the planned reopening of the Mounds Theater, the recent changes in ownership of several businesses, and the fact that Hudson Road is no longer a bus route.  Other things are happening nearby including the building of a senior apartment complex at the old Johnson Bros. Liquor Store site, the building of a senior residence at HealthEast - Marian of Saint Paul near Mounds Park and the planned renovation of the Mounds Park Pavilion in 2003. 
 
This is a map of the area.  It is a mix of commercial and residential buildings.  1. 999 Hudson Road - Mounds Park Laundromat;  2. 1025 Hudson Road. - Apartment building; 3. 1029 Hudson Road - Mounds Theater (being renovated);  4. 1039 Hudson Road - Former bakery, now warehouse for Leo's Chow Mein; 5. 1043 Hudson Road - Mounds Park Barber Stylist and 1045 Hudson Road - Paul's Lounge; 6. 1047 Hudson Road - Hudson Liquor/Tuscany Grill; 7a. 1051 Hudson Road - Small, one-story commercial building; 7. 1053 Hudson Road - Merrick Community Services; 8. 361, 367, 371 Earl St. - Commercial building (currently empty); 9. 1061 Hudson Road - Leo's Chow Mein; 10. 1067 Hudson Road - Mounds Park Lounge. In addition to these buildings, there are four single-family homes (H) and two empty lots (L) on the block.  Since the original drawing was made a house and garage were torn down next to the laundromat (1). That area is now shown as one of the empty lots. There are also residences located on the second floors of buildings 6, 7 and 8.
 
This view looks east towards the intersection of Earl St. and Hudson Road from Hudson Road just across from the Mounds Theater.  A possible use of the space next to the freeway noise barrier would be the construction of a brick area that could be used for a market place in summer.  Beautification of the noise barrier would also be considered. 
 
This view looks west towards the intersection of Earl St. and Hudson Road from Hudson Road.  The building on the right is Mounds Park Lounge. The large pylon on the left was designed as a way to identify the intersection as a gateway area.
